Description
This is not a position you choose because it is easy, but for the combination of challenges, opportunities, and the privilege of being part of leading the development of a collaboration based on citizens' needs and cooperation across organizational and authority boundaries.
Today, there is a lack of clear coordination and a holistic view between the municipality and the region regarding care and support measures for people with comorbidity, who suffer from both mental health issues and harmful use or dependence. These individuals often fall through the cracks when the authorities cannot agree on which authority should provide services and in what order, or when the individual is, in the worst case, not noticed by the authority that could offer assistance.
There is therefore a need to jointly identify the target group, understand the needs, find common ground, and develop and implement collaboration forms and working methods between the municipality and the region to increase the individual's opportunities to receive the right support and care, strengthen their social conditions and health, and live a sustainable life.
In Timrå, a collaboration project is now planned between the municipality, primary care (Premicare), and specialized care. The project aims to establish a local geographic working method and value-creating collaboration forum between the parties where the individual's needs are placed at the center and where participation is seen as an important means to achieve the goals.
Subject to the necessary funding decision, we are looking for a project manager/coordinator for two years starting April 1, 2026.
The goal is to strengthen the health, abilities, and conditions of individuals with comorbidity to experience inclusion and establishment in society and to approach, achieve, and/or maintain sustainable self-sufficiency/employment through early, coordinated interventions.
Responsibilities
The project manager's task is to lead and ensure progress in the joint development work of working methods and collaboration forums. The coordination function should work with impartial objectivity from the authority perspective but with a clear focus on person-centered care and intervention development for the current target group based on the conclusions from the comorbidity investigation “From Parts to Wholeness” and the national care and intervention programs for mental health where harmful use and dependence are included. You will work closely and together with managers and employees in the operations covered by the project. The assignment also includes responsibility for developing forms for and implementing systematic follow-up using both quantitative and qualitative methods to capture the effects of the project.
Qualifications
We are looking for a person with a fundamental and broad understanding of, knowledge about, and experience in the municipality's and region's areas and assignments. Furthermore, you need to have experience in initiating, driving, and coordinating processes and be comfortable inspiring and motivating employees and managers for development and improvements in various contexts. The role requires good initiative, endurance, and flexibility, as well as a good ability to work both strategically and results-oriented.
As a person, you need to enjoy working both independently and in a team with others to achieve set goals. It is important that you have the ability to lead yourself in your daily work based on overarching directives and that you are stimulated by taking significant personal responsibility while being curiously open in your approach and able to inspire trust. The ability to communicate at different levels and tailored to different groups is crucial, and you should do it equally well in speech and writing.
You have an academic education and experience that we assess as relevant for the assignment. You should have experience in change work and change management with documented good results. Good knowledge and experience of working from a systems perspective are central to the assignment. Experience in leadership and knowledge and understanding of service design are considered particularly meritorious.
